The United Kingdom and France to Deploy Forces to Ukraine should a Ceasefire Accord is Reached

The British and French governments have inked a statement of purpose concerning the stationing of armed personnel in the nation if a ceasefire be concluded with Russia, the UK Prime Minister, Sir Keir Starmer, has declared.

After negotiations with allied nations in the French capital, he said that the UK and France would "establish defense centers in various parts of Ukraine and erect fortified installations for arms and equipment" to discourage any subsequent incursion.

The partner countries also put forward that the US would assume leadership in monitoring a ceasefire.

Russia has on multiple occasions warned that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not issued a statement on this new announcement.

Context and Ongoing Conflict

The Kremlin's head Vladimir Putin began a major offensive of Ukraine in early 2022, and Russia currently controls roughly 20% of Ukrainian territory.

"This is a vital part of our pledge to stand with Ukraine for the duration," remarked Starmer.

National leaders and high-ranking officials from the "Allied Coalition" participated in the Paris negotiations.

Addressing reporters at a combined announcement, he further said: "It establishes the framework for the legal framework under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years ahead."

The UK prime minister also stated that Britain would take part in any American-headed verification of a prospective truce.

Security Guarantees and Negotiation Stances

Senior American diplomat Steve Witkoff stated that "lasting defense assurances and robust reconstruction vows are essential to a lasting peace" in Ukraine – referring to a central requirement made by the Ukrainian government.

The negotiator indicated the coalition had "mostly completed" their work on finalizing such guarantees "so that the Ukrainian people know that when this hostilities ends, it ends permanently."

The former US envoy, former American President Donald Trump's special envoy, also took part in the negotiations.

Meanwhile, President Macron Emmanuel Macron stated that Ukraine's partners had made "significant headway" at the talks.

He added that "strong" security guarantees for Kyiv had been reached in the case of a prospective ceasefire.

President Volodymyr Zelensky commented that a "significant development" had been made in Paris, but added that he would only view efforts to be "adequate" if they culminated in the conclusion of the war.

Earlier, the Ukrainian leader indicated a peace deal was "90% ready". Agreeing on the outstanding 10% would "decide the outcome of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Sovereign soil and defense assurances have been at the forefront of unresolved issues for diplomats.
  • Putin has consistently stated that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will occupy it, rejecting any middle ground over how to end the war.
  • Zelensky has so far rejected surrendering any territory, but has suggested that Ukraine could pull back its troops to an designated point – but only if Russia reciprocates.

Moscow presently controls about 75% of the Donetsk region and some 99% of the bordering Luhansk. The two regions form the industrial region of Donbas.

The original US-led comprehensive framework that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being disproportionately favorable in Russia's favor.

This led to weeks of intensive discussions – with all sides trying to revise the proposal.

Last month, Kyiv sent the US an new framework – as well as separate documents detailing prospective security guarantees and provisions for Ukraine's reconstruction, Zelensky said.
